Annual EU Anti-torture Regulation Reports adopted

The European Commission adopted earlier this week two reports in the framework of the EU ‘Anti-Torture’ Regulation: one on export authorizations and another one on the activities and consultations of the Anti-Torture Coordination Group.

Report on export authorizations activities under the ‘Anti-Torture’ Regulation:

In accordance with Article 26(4) of Regulation (EU) 2019/125 concerning trade in certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment, the European Commission prepares an annual report regarding the Member States’ authorisation activities concerning exports of goods which could be used for torture or for capital punishment. The current report covers the year 2019. It provides, in particular, information on the number of export authorisations granted by the national competent authorities by category of goods, the number of applications authorised and denied, the main reported export destinations as well as the reported end-use of authorised exports.

Report from the Commission to the European Parliament on the activities and consultations of the Anti-Torture Coordination Group:

In accordance with Article 31(4) of Regulation (EU) 2019/125, the European Commission submits an annual report to the European Parliament on the activities, examinations and consultations of the Anti-Torture Coordination Group. The report covers the year 2019.

The Anti-Torture Coordination Group (ATCG) serves as a platform for Member State experts and the European Commission to exchange information on developments related to the Regulation and any other matters of interest that may arise. In 2019, the ATCG discussed issues such as reporting requirements, the review of the Regulation and the Alliance for Torture-Free Trade.
