7. Contract description

The project will establish cooperation on a mutual benefit basis with sub-national authorities in Canada, Mexico and the USA in two fields: sustainable urban development and climate change through sustainable energy. It will draw upon cooperation models and policy experience gained from EU urban programmes and the Covenant of Mayors. The stakeholders include national and sub-national authorities, their groupings and associations, as well as businesses.

Regulation(EU) N°236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and Regulation (EU) No 234/2014 establishing a Partnership Instrument for cooperation with third countries.
