European Commission adopts plans to support peace, stability and conflict prevention around the globe

The Commission has set out its annual plans to allocate around 138 million euro under the peace, stability and conflict prevention thematic envelope of the Global Europe instrument.

Putting EU foreign policy into action

The plans aim at supporting two broad sets of priorities. On the one hand, providing assistance for and build capacities for conflict prevention, peacebuilding and crisis preparedness; and on the other, addressing global, transregional and emerging threats.  

In the area of conflict prevention, peacebuilding and crisis preparedness, the 2022 annual action plan covers the following:

  1. Support to civil society actors in conflict prevention, peace-building and crisis preparedness;
  2. Enhance EU capabilities for early warning and conflict analysis;
  3. Ensure inclusivity in peace and security;
  4. Management of conflict sensitive natural resources;
  5. Underpinning multilateral solutions to sustain and build peace.

The actions will advance EU assistance towards promoting a culture of peace, better integrating the impact of climate change and environmental degradation on conflicts. They will have an enhanced focus on the protection of specific groups in conflict and fragile situation and to the importance of promoting inclusive participation of youth, elderly and other groups for more effective peacebuilding processes and initiatives.

Actions laid out in the action programme on global, trans-regional and emerging threats will focus on the following:

  1. Counter-terrorism, including preventing and countering violent extremism and radicalisation;
  2. Mitigation of threats posed by intentional, accidental or naturally occurring release of chemical, biological, radiological and nuclear (CBRN) materials or agents and related risks to installations or sites;
  3. Global and trans-regional aspects of organised crime;
  4. Trans-regional and global threats to critical infrastructure;
  5. Global and trans-regional effects of climate change and related environmental factors having a potentially destabilising impact on peace and security.

In addition, a specific facility will provide general support for the identification, formulation, evaluation and implementation of actions in this area.
