The European Peace Facility celebrates its two years anniversary

The European Peace Facility (EPF) was established on 22 March 2021 by Council Decision (CFSP) 2021/509  on the basis of Articles 30(1) and 41(2) of the Treaty on European Union (TEU).

For the first time in history, the EPF has allowed the EU to purchase and deliver military equipment to third countries and regional and international organisations requesting support, subject to strict safeguards and control mechanisms. With a global reach, the EPF has boosted the capacity of the EU to act as a global security provider.

The ultimate aim of the EPF is to preserve peace, prevent conflicts and strengthen international security.

Among other actions, the EPF finances assistance measures with the objective to strengthen the military and defence capacities of third states, regional and international organisations and to contribute rapidly and effectively to their military response in a crisis situation.

The EPF is an “off-budget” instrument outside the EU’s Multiannual Financial Framework. EU Member States pay their contributions directly every year, according to the estimated annual budget for the EPF.

The European Peace Facility is on the frontline in supporting the capabilities and resilience of the Ukrainian Armed Forces to defend the territorial integrity and sovereignty of the country, and protect the civilian population against the ongoing Russian military aggression. With resources amounting to more than EUR 3.6 billion, the EPF covers the costs of military equipment, including items designed to deliver lethal force for defensive purposes, as well as maintenance, repair and refit services.
