Counter-terrorism training in Iraq to strengthen Intelligence-Led Policing

On 26-30 January, the CT JUST project, in partnership with the Delegation of the European Union and the European Union Advisory Mission in Iraq (EUAM-I), successfully conducted an inaugural training program in Baghdad, Iraq.

The activity focused on Intelligence-Led Policing (ILP), a strategic model to optimize security and enhance information management in counter-terrorism investigations. An objective of the action is to strengthen Iraq's operational and preventive capabilities in counter-terrorism. 30 officers from Iraq’s Ministry of Interior attended sessions delivered by top-tier international experts from Denmark, Belgium, and Spain. The main topics covered were the strategic application of ILP for informed decision-making and effective operations, the advanced risk analysis and counter-terrorism strategies, the proactive approaches to dismantling terrorist networks with real-case examples, and practical exercises using modern tools to resolve simulated scenarios replicating real-world challenges.

The training significantly enhanced the participants’ skills in intelligence analysis, risk management, and collaborative investigation techniques. It also reinforced the importance of international cooperation and respect for human rights in counter-terrorism operations. It serves as a foundational step in Iraq's capacity-building efforts and reflects the EU's commitment to supporting Iraq in addressing transnational terrorism. It also contributes to regional stability and aligns with the EU's broader counter-terrorism agenda. CT JUST and its partners plan to deliver further activities throughout 2025, focusing on open-source intelligence, and other critical areas. These initiatives will deepen Iraq’s capabilities to respond to evolving terrorism threats effectively.

This training underscores the EU's strategic role in promoting security, fostering international collaboration, and ensuring a comprehensive and sustainable approach to counter-terrorism.
