
Under the leadership of HR/VP Kallas, the European Union (EU) aims to boost its security and defence posture, while strengthening its role and commitment to global peace and the international order. Civil society is a vital partner in advancing peace and security in this new reality and offers crucial expertise and perspectives for advancing the EU’s Common Foreign and Security Policy.
In line with the mission letter of President Von der Leyen, HR/VP Kallas will organise an implementation dialogue titled “Securing Peace: The EU as a Peace and Security Actor in a changing conflict landscape” with selected global civil society actors and experts on peace and security on 28 October 2025 in Brussels.
This implementation dialogue aims to facilitate interaction between HR/VP Kallas and civil society, and to present an opportunity for the HR/VP to exchange views on implementing the EU’s peace, security, and defence objectives. Participants will be invited to share their reflections with the HR/VP on best practices, opportunities to identify obstacles in implementation, as well as needs related to external policies and spending programmes.
