Paris Peace Forum 2025: A New Chapter for Multilateral Action

“Shielding Against Authoritarian Censorship: Resilience, Legitimacy, and Global Norms” will be the focus of a high-level panel organised by the European Commission’s Service for Foreign Policy Instruments (FPI) at the Paris Peace Forum 2025.

As the world confronts escalating crises - from climate disruption and cyber - threats to democratic erosion and food insecurity - the need for renewed cooperation has never been clearer. 

The Paris Peace Forum (PPF), returning for its eighth edition on 29–30 October 2025, seeks to respond to this moment under the rallying theme “New Coalitions for Peace, People and the Planet.” Built as a space for collective problem-solving, the Forum brings together governments, international organisations, civil society, academia and the private sector to transform shared ideas into tangible governance solutions.

FPI’s participation is part of the European Union’s wider commitment to strengthening multilateral dialogue and advancing practical cooperation on global challenges. It reflects the EU’s determination to uphold an open, rules-based international order at a time when democratic norms and free information ecosystems are increasingly contested. For FPI, the Forum offers an important platform to engage international partners in exploring new approaches to conflict prevention, democratic resilience and global governance - all core dimensions of EU external action.

During the Forum, FPI will highlight how the EU works to defend media freedom, reinforce reliable information environments and counter authoritarian models of censorship and disinformation. On 29 October, FPI will host its flagship panel, “Shielding Against Authoritarian Censorship: Resilience, Legitimacy, and Global Norms”, a discussion devoted to safeguarding the integrity of public information while bolstering the democratic legitimacy that stems from openness and transparency. The panel will also discuss the EU’s ambition to champion a free and rights-based internet globally and what this task entails for the EU and its partners in today’s fast rise of digital authoritarianism.

By engaging partners across institutions and regions, FPI will use this year’s Forum to reaffirm the EU’s role as a constructive and forward-looking force in multilateral action. 

At a time when the international system is under strain, the Paris Peace Forum provides a vital arena for rebuilding trust, broadening participation and co-designing responses that rise to the scale of today’s global challenges. The discussions in Paris will not be abstract reflections, but building blocks toward stronger resilience - for open societies, public institutions and the citizens they serve.
