Evaluation of the Programme Low Carbon and Circular Economy Action in the Americas (LCBA Americas) implemented in Brazil, Colombia, Argentina, Chile, Mexico and Canada

Final evaluation of LCBA Americas (2020–2024) finds the programme broadly well designed and relevant to EU economic diplomacy, with satisfactory results despite early market-pull and coordination gaps,  LATAM and Mexico exceeded key targets.

This Final Evaluation Report assesses the EU-funded LCBA Americas programme implemented in Brazil, Colombia, Argentina, Chile, Mexico and Canada. It reviews design, results and lessons using OECD-DAC criteria plus EU added value and coherence.

LCBA Americas is an EU-funded programme supporting cooperation on low-carbon and circular economy solutions between European SMEs/small mid-caps and partners in the Americas. Implemented through three contracts (Canada, LATAM and Mexico) from Sept 2020 to Mar 2024 (Canada extended to Sept 2024), it supports EU economic diplomacy and contributes to reducing industrial GHG emissions in line with the Paris Agreement. Activities include company and cluster identification, communication and mobilisation, matchmaking via webinars, and support to joint business concepts leading to legally binding contracts.

The evaluation covers the full implementation period and coordination activities, using desk review, 124 interviews and 212 survey responses. Findings highlight strong relevance and alignment with EU priorities (European Green Deal, Global Gateway). While early phases showed weaknesses in market-demand focus and coordination, effectiveness improved after adaptive changes, with LATAM and Mexico exceeding targets. Efficiency was affected by COVID-19, regulatory contexts and the need to adjust delivery approaches.
