The event will bring together the international community in a hybrid format and focus on spurring a more solid and inclusive recovery by addressing the various gaps in global governance, offering initiatives to better tend to the global commons, and putting forward new principles of action for the world in times of Covid-19. A series of projects contributing to bringing solutions in these fields will be highlighted during the event.
The European Commission’s Service for Foreign Policy Instruments (FPI) will take part in the Paris Peace Forum this year with a debate on social media for peace as part of the ‘Fighting fake news and threats to the press’ theme and will be presenting a project on combatting cybercrime as part of ‘Tools and cooperation for cybersecurity’.
Digital technologies are providing solutions to many common challenges and are facilitating everyday life for many people around the globe. At the same time, these also give rise to concerns, such as challenges related to cybersecurity and cybercrime, disinformation and discrimination, and other risks to peace, security and development arising from their rapidly expanding and often still unregulated use.
On 12 November at 10:00–10:45 CET, Hilde Hardeman, Head of Service of the EU’s Foreign Policy Instruments, will take part in the debate: ‘Curbing harmful content: Social media for peace’.
In conflict-affected contexts, harmful online content fuels tensions, triggers outbreaks of violence, and is used to undermine the legitimacy and integrity of mediation and peace processes. The panel will discuss opportunities for engagement and cooperation between international actors, national institutions, civil society organizations, and social media platforms to prevent harmful content and promote peace and mediation efforts. Best-practice examples of EU-supported initiatives tackling disinformation and supporting the use of social media for peace around the globe will also be highlighted in this session.
Global Action on Cybercrime Extended project
The Service for Foreign Policy Instruments actively promotes and supports global efforts to ensure a single, open, free, and secure cyberspace that fully respects democracy, human rights, and the rule of law, which are among the core values of the European Union.
As part of this year’s Paris Peace Forum, the Service is presenting the Global Action on Cybercrime Extended (GLACY+) project. This helps promote the development and application of consistent cybercrime legislation, policies and strategies and strengthening the capacity of criminal justice authorities to apply legislation, investigate, prosecute, and adjudicate cases of cybercrime and engage in international cooperation. The project is implemented by the Council of Europe.
The EU will be represented at the Paris Peace Forum in the different debates by the High Representative/Vice President Josep Borrell, Vice President for Values and Transparency Věra Jourová and Commissioner for International Partnerships Jutta Urpilainen.
