Annex of Commission implementing decision on an exceptional assistance measure regarding Sri Lanka

In the context of the current multi-faceted crisis in Sri Lanka, the measure will support some of the most vulnerable communities in the North-Western and Western provinces of Sri Lanka to strengthen peaceful conflict resolution and trust through locally tailored initiatives including the promotion of social cohesion and violence prevention dialogues. Community resilience will be built through the establishment and strengthening of community-led conflict analysis and conflict early warning systems, and the provision of peaceful alternatives to resolve conflict. The measure will also aim to increase income opportunities and economic stabilisation of vulnerable households and communities through skills training, career guidance and job-seeking support, as well as the revitalisation of micro and small enterprises.

Annex of Commission implementing decision on an exceptional assistance measure regarding Syria

Despite having been liberated from Da’esh by the International Coalition against ISIL in 2019, the situation in north-east Syria still presents a challenging situation for ordinary Syrians in terms of human security as well as access to basic services and livelihood opportunities. In this context, remnants of Da’esh continued efforts to recruit supporters. Residents, including thousands of women and children living in camps, remain particularly vulnerable to the groups’ efforts to expand its presence. To reduce the risks to a repeated wave of radicalisation this measure will step-up EU’s efforts to promote access to protection and learning spaces for vulnerable women, children and youth. It will also provide opportunities for social and economic resilience of communities as well as displaced persons. Finally, it will contribute to efforts to remove land mines and explosive remnants of war from community infrastructure to enable safer access to key services.

Annex of Commission implementing decision on an exceptional assistance measure regarding Yemen

This action builds on efforts commenced in a previous phase  and will deliver tailor-made tools to support the monitoring by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) of conflict parties’ adherence to the truce, in preparation for an eventual longer-term cessation of violence. The action will support the further development of conflict resolution tools to enable more evidence-based decision-making, de-escalation and mediation using input from conflict participants, third-party monitors, and relevant open source media. Furthermore, the action will train new field observers on truce monitoring, primarily focusing on commitments regarding shipments, air flights, and road openings.

Annex of Commission implementing decision on an exceptional assistance measure regarding Ukraine

This 18-month exceptional assistance measure will seek to mitigate the disruption of education and psycho-social development in children and provide support to victims of sexual violence in conflict as well as the promotion of their rights at the global level. A first component will focus on the access to education for Ukrainian children by supporting the use of the Ukrainian government’s ‘All-Ukrainian Schools Online Platform’ and by addressing needs for safe physical learning spaces and materials for children. A second component will focus on assistance to victims of conflict-related sexual violence in conflict in Ukraine. This will include direct assistance to local civil society organisations and first responders as well as specialised investigation teams led by the office of the Prosecutor General of Ukraine. The provided support will be sensitive to the needs of victims according to their gender, age and other specific needs. It will also provide support to the efforts of the United Nations Special Representative of the Secretary-General on Sexual Violence in Conflict in raising awareness globally and in sustaining well-coordinated government-led UN action on support to victims of sexual violence in conflict in Ukraine.
