Annex of Commission implementing decision on an exceptional assistance measure regarding Uzbekistan

Afghans in Uzbekistan are unlikely to return to their homes in the short to medium term. Most of them are settled in the border Surkhandarya region, which is one of the poorest part of the country where public services are scarce and local revenue from trade is sharply decreasing linked to border closures. In order to avoid tensions between refugees and host communities this project will work through inclusive interventions always targeting both Afghans and host communities. This will include facilitating access to inclusive multilingual education, both at pre-school and basic school levels, and also legal aid services, and promotion of skills for employability among the youth.

Annex of Commission implementing decision on an exceptional assistance measure regarding Mozambique

This 18 months measure will have three components serving the overarching objective of supporting stability and peace in the Northern provinces of Cabo Delgado, Niassa and Nampula. The first component will support the Mozambican criminal justice authorities, including the Office of the Attorney General’s Public Prosecution service, to better respond to the rapidly escalating security and humanitarian challenges facing the northern part of the country, by building knowledge, skills and institutional capacity with a view to bring violent actors to justice based on the rule of law and in an accountable, transparent and human rights-compliant manner. The action will also focus on enhancing social cohesion and engagement between communities and authorities in instability-affected districts in Cabo Delgado, Nampula and Niassa. A third component will address the need for real-time, high-quality data and analysis on political violence and armed conflict in the region by sustaining and improving the Mozambican conflict observatory.

This action builds on previous projects, financed under the Instrument contributing to Stability and Peace, on Track II mediation efforts largely focused on encouraging a participatory peace process by engaging with and building capacity of tribal leaders, youth, women and political party members. This exceptional assistance measure aims to identify suitable options for the establishment of a peace infrastructure in Yemen, and develop a roadmap for its functioning in any future transitional process.

Annex of Commission implementing decision on an exceptional assistance measure regarding Iraq

This measure will have two components, both serving the overarching objective of addressing grievances and supporting post-Da’esh stabilisation efforts. The first component will build on the achievements of previous mediation and dialogue initiatives under the previous Instrument contributing to Stability and Peace by focusing on inclusive and sustainable dialogue between the Iraqi Government and its citizens and facilitating the return of displaced Iraqis to their home communities. The second component will continue efforts to preserve evidence connected to Da’esh-related crimes and atrocities, notably the ongoing efforts of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/ISIL (UNITAD) to build an accessible, comprehensive evidence base to investigate and prosecute Da’esh crimes. The assistance will, furthermore, support UNITAD’s investigation into crimes committed against the lesbian, gay, bisexual, and transgender (LGBTQ+) community on the grounds of sexual orientation. It will also provide targeted assistance to investigations and domestic legal proceedings against Da’esh members in parts of the country that are currently underexplored as well as stand ready to answer requests for assistance from third-states, including EU Member States.

In response to the massive destruction in multiple locations in Ukraine, this 18-month measure will provide immediate practical support to Ukrainian authorities to address environmental and public health threats in post-combat localities and territories liberated from Russian military control. This will entail, but will not be limited to, support to debris removal, removal of hazardous waste and materials from damaged industrial facilities and critical infrastructure, and re-establishment of water and electricity supply
