Annex of Commission implementing decision on an exceptional assistance measure regarding Ukraine

This 18-month exceptional assistance measure will seek to mitigate the disruption of education and psycho-social development in children and provide support to victims of sexual violence in conflict as well as the promotion of their rights at the global level. A first component will focus on the access to education for Ukrainian children by supporting the use of the Ukrainian government’s ‘All-Ukrainian Schools Online Platform’ and by addressing needs for safe physical learning spaces and materials for children. A second component will focus on assistance to victims of conflict-related sexual violence in conflict in Ukraine. This will include direct assistance to local civil society organisations and first responders as well as specialised investigation teams led by the office of the Prosecutor General of Ukraine. The provided support will be sensitive to the needs of victims according to their gender, age and other specific needs. It will also provide support to the efforts of the United Nations Special Representative of the Secretary-General on Sexual Violence in Conflict in raising awareness globally and in sustaining well-coordinated government-led UN action on support to victims of sexual violence in conflict in Ukraine.

Commission implementing decision on an exceptional assistance measure regarding Ukraine

This 18-month exceptional assistance measure will seek to mitigate the disruption of education and psycho-social development in children and provide support to victims of sexual violence in conflict as well as the promotion of their rights at the global level. Annex of Commission implementing decision on an exceptional assistance measure regarding Peru

The long-standing political crisis in the country, coupled with a difficult economic and social context, are pushing Peru to a breaking point with, notably, an erosion of democracy and of the population’s trust in government institutions. The regional electoral process in Peru presents an opportunity to offset some of the most pressing risk factors that could contribute to a further degradation of the political and social situation. The proposed 18-month action therefore seeks to strengthen institutional mechanisms and the capacities of political and civil society organisations to prevent and manage political and electoral conflicts. It will address the reduction of citizens’ confidence in their electoral institutions, the occurrence of potential acts of violence towards candidates and electoral officials, and the excessive use of extreme discourses to address political conflicts between the different branches of government and between the population and authorities.

Over 926 000 Rohingya refugees fleeing violence in Myanmar’s Rakhine state reside in Bangladesh living in the world’s most densely populated refugee camp, in Cox’s Bazar district. Levels of insecurity, inter and intra-communal tensions and conflict remain significant with Rohingya women and children at risk of sexual and gender-based violence. The proposed 18-month action therefore seeks to improve the overall protection environment on the island of Bhasan Char by ensuring that the Rohingya refugees relocated to the island are protected and can live in safety and dignity. It will focus on preventing and responding to sexual and gender-based violence and strengthening the protective environment of children and monitoring the willingness of refugees to relocate.

Annex of Commission Implementing Decision on the financing of the Individual measure for the EU-Korea Green Partnership Action to be financed from the general budget of the European Union

This action aims to address global challenges in particular climate  change; the clean and just energy transition; biodiversity; and environmental protection as well as support multilateralism, promote EU values and interests, and support EU trade and investments with key partners in the Republic of Korea. The objectives of this individual measure will be pursued in a direction consistent with the external dimension  of  the  European  Green  Deal,  the  Sustainable  Development  Goals,  and  the EU’s geopolitical priorities, and in line with the EU Strategy for the Indo-Pacific and the External Energy Engagement Strategy.

This action aims to enable the EU to address short and medium-term foreign policy needs and opportunities by supporting innovative policies/initiatives and by deepening EU relations and dialogues, forging alliances and partnerships, in the fields of climate diplomacy, public administration policies and institutional development, technical assistance and information exchange. This action will also contribute to reinforcing EU foreign policy priorities by supporting the development of a hub for strategic foresight and analysis.
