Commission implementing decision on an exceptional assistance measure regarding Belize and Guatemala

A window of opportunity has emerged in the protracted territorial dispute between Belize and Guatemala, with the International Court of Justice set to conclude the first step of the legal procedure by mid 2023. This is a critical moment in a dispute which dates back to the 19th century, and which has witnessed several incidents of violence that have exacerbated tensions between the communities settled along the border area, affecting the parties’ diplomatic relations. The establishment of an office of the Organization of American States (OAS) in 2003 was and continues to be instrumental in mitigating tensions, preventing violent incidents and creating conditions for continued dialogue and political engagement in support of confidence building measures established between the parties. Continued support at this juncture is essential to ensure the process is not derailed and that the OAS can continue its conflict prevention and preventive diplomacy activities. The 18-month action therefore seeks to support the political-diplomatic process and the OAS/AZ Office in the implementation of conflict prevention and preventive diplomacy activities to mitigate and address drivers of fragility, conflict and violence in the AZ.

Annex of Commission implementing decision on an exceptional assistance measure regarding Belize and Guatemala

In the context of the natural disaster and crisis provoked by the catastrophic monsoon during the summer of 2022 in Pakistan, this action seeks to support and bring stability to the most vulnerable flood-affected households in the worst-affected districts of the country to facilitate their early recovery, with a focus on conflict prevention and social cohesion. The measure will increase access to education for children, access to water, sanitation and hygiene services, child protection services, as well as to gender-based violence, mental health and psychosocial support. The measure will contribute to the early recovery of flood-affected households and the rehabilitation of their livelihood and community assets.

Commission implementing decision on an exceptional assistance measure regarding Ecuador

Ecuador’s stability is currently being harshly tested. In June 2022, protests plunged the country into further uncertainty, paving the way for a deepening political crisis that has as yet to be abated. Although also joined by city dwellers, the June protests were mostly driven by indigenous groups. Their discontent is based on several issues ranging from rising inflation and worsened social inequalities to longstanding concerns on the negative impact caused by the extractive industry. The expansion of extractive industries on indigenous territories continues to be one of the main drivers of conflict and of ecological disasters that are affecting, in particular but not only, indigenous communities. The recent agreements between the government and indigenous groups present an opportune opening to support the country in preventing the resurgence of socio-economic and environmental conflicts. Taking advantage of these advances, the action aims to contribute to the prevention and peaceful resolution of socio-environmental conflicts due to natural resource extraction in Ecuador.

Annex of Commission implementing decision on an exceptional assistance measure regarding Sri Lanka

In the context of the current multi-faceted crisis in Sri Lanka, the measure will support some of the most vulnerable communities in the North-Western and Western provinces of Sri Lanka to strengthen peaceful conflict resolution and trust through locally tailored initiatives including the promotion of social cohesion and violence prevention dialogues. Community resilience will be built through the establishment and strengthening of community-led conflict analysis and conflict early warning systems, and the provision of peaceful alternatives to resolve conflict. The measure will also aim to increase income opportunities and economic stabilisation of vulnerable households and communities through skills training, career guidance and job-seeking support, as well as the revitalisation of micro and small enterprises.
