This 18 months measure will complement existing EU support to stabilisation and ensure a climate-sensitive first stabilisation response, focusing on basic water and food production in newly liberated areas. This will entail support to community-driven, government-led and ecologically viable public water infrastructure and services, to conflict-sensitive and sustainable natural resource management and inclusive economic development and a focus on the dissemination of lessons learned.

This 18-months exceptional assistance measure aims to strengthen Moldova’s resilience in a heightened hybrid threat environment. A first component will focus on further strengthening the cyber resilience of the Republic of Moldova. A second component will provide support to building a more resilient information space in Moldova. A third component will focus on support to the establishment of the new strategic communications centre of Moldova, including facilitating the inclusive development and implementation of a strategy and work plan.

The security situation in the northern regions of West African coastal countries continues to worsen with increasingly frequent incursions and attacks by terrorist armed groups. Côte d’Ivoire, Ghana, Togo and Benin are affected by these threats to a varying degree given their respective contexts and resources. In response to the worsening situation, this 18-month measure aims to support these countries to address increased insecurity in their northern border regions. Areas of activities include support to security actors and to conflict prevention and stabilisation activities as well as support to the Executive Secretariat of the Accra Initiative in its efforts to ensure good and effective coordination between member states of the Initiative.

In the Niger Delta, insecurity fuelled by lucrative oil theft and related practices of artisanal oil refining has reached a level where it has profound implications for human security and stability in the region. In order to respond to these, this 18-month measure will address key drivers of violence, criminality and poor local governance through inclusive community approaches to security and stability. It will support local actors to address security issues at the community level, with a focus on youth and women, compounded with engagement of national and local government authorities as well as the private sector.
